Final Batch of Abandoned Balikbayan Boxes Delivered in Cebu

The Department of Finance and the Bureau of Customs recently marked a major milestone as they led the final distribution of balikbayan boxes abandoned at the Port of Cebu. This activity has brought long-awaited relief to overseas Filipino workers (OFWs) and their families.

The activity was led by DOF Secretary Frederick D. Go and BOC Commissioner Ariel F. Nepomuceno. Around 30 OFWs and their families personally received their long-delayed packages during the event.

The deliveries were carried out with the support of L98 Brokerage and Logistics Inc., headed by its president, Leslie Lim.

Officials emphasized that the distribution represents the final stage of clearing abandoned balikbayan boxes at the Port of Cebu, in line with the directive of President Ferdinand R. Marcos Jr. to fast-track the release and delivery of shipments left behind by erring freight forwarders.

In his message, Go highlighted the importance of balikbayan boxes, noting that these packages carry not only goods but also the sacrifices and hard-earned income of OFWs. He stressed that such shipments should never be neglected and underscored the government’s responsibility to ensure their safe and timely delivery, while holding abusive operators accountable.

Delivery of Abandoned Balikbayan Boxes

For his part, Nepomuceno said the BOC continues to prioritize the completion of all remaining deliveries across the country. He noted that the full delivery of abandoned boxes in the Port of Manila and Port of Davao reflects steady progress.

Efforts are now focused on clearing the remaining shipments in Cebu and the Manila International Container Port (MICP).

As of March 23, a total of 25,818 out of 40,894 abandoned balikbayan boxes nationwide have been successfully delivered. Cebu accounts for 13,842 delivered boxes, equivalent to 97 percent completion, with only a small number left to be distributed.

Nationwide, 15,084 boxes are still scheduled for delivery, with the majority coming from the Manila International Container Port.

Relief for OFWs and Families

Beneficiaries in Cebu expressed relief and gratitude as they finally received their long-delayed balikbayan boxes. For many families, these packages contain essential goods and personal items sent by loved ones working abroad.

Authorities assured the public that distribution efforts will continue until all remaining boxes are delivered to their rightful recipients.

Erring Freight Forwarders

The issue of abandoned balikbayan boxes has been linked to foreign-based freight consolidators offering unusually low shipping rates but failing to settle the necessary shipping, port, and handling fees in the Philippines.

As a result, thousands of boxes were left unprocessed despite being fully paid for by OFWs.

Government Response and Accountability

In response, the BOC, with support from the DOF and the Office of the President, rolled out government-funded delivery operations starting December 2025 to ensure that affected shipments reach their intended recipients.

The agency has also been assisting OFWs in filing cases before the National Bureau of Investigation against abusive freight forwarders, including Makati Express.

Stronger Safeguards

To prevent similar incidents, the BOC has strengthened coordination with Philippine embassies abroad. They have also established the Balikbayan OFW Action Center and set up dedicated help desks to address shipment concerns.

The agency is also drafting stricter regulations for freight forwarders. This includes a proposed requirement for a PHP 2 million bond to ensure accountability and protect consumers.

The DOF and BOC reiterated their commitment to ensuring that every balikbayan box reaches its rightful recipient. They also reaffirmed government support for OFWs and their families.
