Cebu Vice Governor Hilario “Junjun” Davide III has officially declared his candidacy for the congressional seat representing Cebu’s 2nd District in the upcoming 2025 midterm elections. This move marks a significant shift in his political trajectory, as he opts to transition from his current executive role to a legislative position, aiming to serve his constituents more directly.
A Legacy of Public Service
Born on August 25, 1964, in Cebu City, Davide hails from a family deeply rooted in public service. He is the son of former Chief Justice Hilario Davide Jr., a respected figure in Philippine jurisprudence. Davide pursued his education at the University of the Philippines Diliman, earning a Bachelor of Arts in Political Science. Later, he obtained his Bachelor of Laws from the University of San Carlos.
The Political Career of Junjun Davide
Davide’s political journey began as a Cebu City Councilor from 2004 to 2010. He then served as Governor of Cebu Province from 2013 to 2019. During this term, he focused on enhancing healthcare services, improving infrastructure, and promoting transparency in governance. In 2019, he was elected as Vice Governor, a position he currently holds.
The 2025 Congressional Bid
On October 8, 2024, Davide filed his Certificate of Candidacy to run for the congressional seat of Cebu’s 2nd District. He emphasized his desire to serve his constituents more directly through legislative work. Despite having one term left as Vice Governor, Davide chose to pursue this new path. In fact, he declined an invitation from Governor Gwendolyn Garcia to be her running mate in the upcoming elections.

Davide will be contesting the seat against incumbent Representative Edsel Galeos, who is seeking reelection under the LAKAS-CMD party. The 2nd District, comprising towns such as Argao, Dalaguete, Alcoy, Boljoon, Oslob, Santander, and Samboan, presents a diverse electorate. Davide relies on his deep roots in the region, particularly in Argao, and his track record in public service to bolster his campaign.

Throughout his career, Davide has been an advocate for healthcare improvements, educational development, and agricultural support.
